Malaysia BESS Safety Guidelines 2026: What Businesses and Building Owners Must Know

Malaysia’s Energy Commission (Suruhanjaya Tenaga, ST) issued *Battery Energy Storage System (BESS) Safety Guidelines*, GP/ST/No.62/2026. A building owner should treat BESS safety as a project-wide responsibility: select an appropriately evaluated system, design the location and electrical protection with competent professionals, obtain the required approvals, plan for abnormal events with responders, and maintain documented operation. Buying a battery container is not the same as completing a safe, approved installation.
What the ST guideline covers
The official guideline’s contents include regulatory requirements; hazard approach; technical evaluation of BESS components; transportation and safe working conditions; location; protection against electrical hazards and anti-islanding; fire safety; installation, testing and commissioning; operation and maintenance; emergency response; decommissioning; and competency requirements. Owner checklist before procurement
Define the operating purpose and boundary
State whether the system is for peak shaving, PV self-consumption, backup, island operation or a combination. Define the single-line diagram, point of connection, required critical loads, charging source, export behaviour and shutdown/isolation boundaries.
Require system-level evidence, not brochure claims
Ask the EPC/integrator to identify the exact battery, BMS, PCS/inverter, enclosure and control configuration proposed; the applicable product/system testing; limits of use; and the evidence supporting the proposed installation arrangement. International test references may be useful supporting evidence, but they do not replace Malaysian requirements or approval by the relevant authority.
For context, UL describes UL 9540A as a method assessing thermal-runaway fire propagation. It is not itself a Malaysian approval or a universal proof that a proposed site layout is acceptable.
Design the location and emergency arrangements early
Bring in the project’s competent electrical professionals and the relevant authorities early. The location decision affects access, separation, ventilation, drainage, electrical isolation, fire strategy, signage and emergency-responder access. Do not copy a setback or ventilation number from a foreign code into a Malaysian project; use the ST guideline, equipment instructions, risk assessment and authority requirements for the specific installation.
During installation and commissioning
• Keep an approved, controlled single-line diagram and equipment schedule.
• Record installation inspections, protection settings, test results, functional shutdown/isolation tests and commissioning evidence.
• Verify anti-islanding and protection coordination where grid-interconnected.
• Train named operators on normal operation, alarm escalation, isolation and emergency communications.
• Hand over an O&M plan, warranty conditions, software/cyber access responsibilities, spare-parts strategy and incident-reporting process.
During operation: manage the asset, not just the battery
Review alarm logs, availability, state-of-health, HVAC/thermal behaviour, fire-protection status and change controls. Any expansion, equipment substitution, firmware/control change or change in surrounding occupancy can alter the original safety case and should trigger engineering review.
What not to claim
Do not claim that a particular chemistry is “fireproof,” that a foreign certification automatically satisfies Malaysia, or that compliance is achieved merely by installing suppression equipment. The applicable design, approval and operating requirements are site- and configuration-specific.
