Solar Accelerated Transition Action Program (Solar ATAP)

Rooftop solar in Malaysia is entering its next chapter. With the expiry of the Net Energy Metering (NEM 3.0) scheme on 30 June 2025, many homeowners and businesses have been eagerly awaiting the government’s announcement of a new program to continue supporting solar adoption.

What is Solar ATAP? 

Solar ATAP, short for the Solar Accelerated Transition Action Programme, is Malaysia’s latest initiative in renewable energy. Set to launch on 1 December 2025, the programme represents the government’s next step in boosting rooftop solar adoption nationwide. It is designed to support one of Malaysia’s Madani targets of achieving 70% renewable energy in the country’s electricity generation mix by 2050. 


To assist adopters, the official Solar ATAP guidelines will be published on launch day and made available through the Energy Commission (EC) and Sustainable Energy Development Authority (SEDA) websites. 






Solar ATAP vs NEM  

According to the Ministry of Energy Transition and Water Transformation’s press release [1], the programme is based on several key principles. One of these is retaining the core concept of NEM, which allows excess solar energy to be exported to the grid and used as an offset.


Solar ATAP will introduce several enhancements, including: 


  • Solar ATAP calculates the export value based on the System Marginal Price (SMP), unlike NEM’s 1-to-1 credit offset against TNB bills. In other words, the value of excess solar power exported to the grid will no longer be fixed but will vary with real-time market conditions every 30 minutes.   


  • With Solar ATAP, installations can be sized up to 100% of a user’s maximum demand, compared to the previous 80% cap. This change enables full rooftop optimisation and increases the potential for self-consumption (SelCo).

If you’re already under an NEM agreement, nothing changes. Your contract remains valid, and you’ll continue to enjoy the same benefits until it expires. 


Whereas for new adopters, Solar ATAP will set the framework for your future energy needs. With Solar ATAP, homeowners and businesses can size their solar system to meet up to 100% of their maximum demand. Since export rates under the System Marginal Price (SMP) may result in lower offset value returns, investing in a Battery Energy Storage System (BESS) is a smart choice if your home or business requires electricity at night. This approach enhances your savings and provides greater flexibility.
